生态设计是指将环境因素纳入设计之中,从而帮助确定设计的决策方向。工业产品的生态设计要求在产品开发的所有阶段均考虑环境因素,从产品整个生命周期入手减少对环境的影响,最终引导产生一个更具有可持续性的生产和消费系统。

“生态设计是钢铁业绿色发展的潮流和理念。”包钢(集团)公司相关负责人表示,近年来包钢生态设计示范企业创建工作在绿色产品开发、生态设计方面取得了成果,去年通过了全国工业产品生态设计试点企业验收,成为唯一通过首批验收评审的钢铁企业。

据介绍,早在2015年,工信部启动了工业产品生态设计示范企业试点,从产品方案设计开始,考虑产品在全生命周期内对环境、资源的影响,从而在原料选择、生产工艺以及实现绿色消费、有效回收等全生命周期各环节统筹考虑生态效益。

据包钢相关人士介绍,目前包钢已经建成生态设计中心,开展生命周期评价(LCA)研究工作,发掘全流程生产过程的节能减排关键点,从源头开始生态设计,开发生态产品,并完成了多个产品生命周期评价报告,建立了生态设计评价体系和基础数据库。

 

截至目前,包钢的吨钢综合能耗近两年来每年递减2%,废水、废气排放达标率100%,包钢设计的稀土钢等3项绿色产品设计标准已经纳入工信部绿色设计产品标准清单。

“国内钢企习惯把流程切割成一道道工序,这样会忽视一些界面技术以及工序间的耦合关系,造成我国钢企只关注局部和末端治理,最终忽略整个流程绿色化的局面。”业人士表示,国际上绿色钢铁产品间的比较并不取决于具体项目指标的优劣,而是全流程对标。世界各国实施对钢铁产业环保的重点早已从单一的末端治理或源头预防向产品LCA评价体系演变,对于我国大部分钢企而言,想要在国际绿色钢材竞争中获得优势依然任重道远。

据了解,作为生态设计的具体应用,生命周期评价(LCA)已成为目前国际公认的绿色产品对话语言,也是目前国际公认最好的绿色产品评价方法。

此外,业内普遍认为,LCA评价体系很可能成为未来世界钢铁贸易的门槛。专家认为,未来的绿色钢铁贸易壁垒一定会产生,早日布局LCA有利于应对即将到来的新型贸易壁垒。

专家坦言,5年到10年后,绿色钢贸在国际钢贸中将扮演重要角色,但目前我国钢企大部分还徘徊在绿色钢贸的门槛之外,因而推动钢铁业绿色发展,不仅关乎生态文明建设,更是我国钢铁行业增强国际竞争力,跻身“钢铁强国”的重要保障。
