Recently, in order to implement the "Reform Plan for the Construction of Industrial Workers in the New period" issued by the CPC Central Committee and the State Council, and the "opinions on promoting the implementation of the Reform of the Construction of Industrial Workers in Shanghai in the New period" issued by the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, in accordance with the specific requirements of the "opinions on promoting the Reform of the Construction of China's Baowu Industrial Workers in the New period" issued by the Group Company, Baosteel Special Steel combined with the actual construction of the workforce formulated and introduced the relevant implementation measures.
The purpose of this implementation method is to actively explore and innovate the mechanisms, methods and effective ways of building the contingent of industrial workers in the new period in the practice of Baosteel Special Steel to promote the objectives and tasks of “business transformation, asset adjustment, land development, supporting steel, and efficiency improvement”. Efforts will be made to build a “knowledge, skill, and innovation” workforce that is suitable for transformation and development and provide strong support and solid guarantee for realizing the new round of strategic planning goals.
The implementation method has formulated five specific measures around the four development goals throughout the five years, including: strengthening guidance, making great efforts to do a good job in the ideological and political work of industrial workers, ensuring the ownership status of workers, guiding workers to actively participate in enterprise democratic management, promoting post-transformation, Focus on cultivating the workforce that matches the construction of the park and the development of science and technology; increase the intensity of vocational training, improve the skill level of industrial workers; strengthen the incentives for employees, and enhance the motivation for the healthy growth of the workforce.
In addition, the implementation method refines the specific promotion content and working carrier of each initiative one by one and defines the lead departments, the participating departments, and the implementing departments. At the same time, Baosteel Special Steel will also set up a leading group to promote the construction and reform of the contingent of industrial workers, coordinate the construction and reform of the contingent of industrial workers, strengthen the communication and coordination of the process, and promote the overall joint force of implementation.
